オンラインセミナー“Connecting Japan-USA-Brazil：Prospects for US-Japan-Brazil Cooperation in a Shifting International Political Environment（変貌する国際政治環境における日米ブラジル3国間協力の展望）”がラテンアメリカ協会（JALAC）、インターアメリカンダイアログ、ブラジル国際関係センター（CEBRI）との共催で2021年2～3月に開催された。
本レポートは、オンライン非公開日米伯ラウンドテーブルの第2回目（3月4日）：“Promoting Trade and Investment Relations Through Brazil-Japan-US Cooperation（貿易・投資の促進：ブラジル―日本―米国の協力を通して）”の参考資料として作成し、ラテンアメリカ協会ホームページに掲載されている研究所レポートの「バイデン新政権下の米国およびラテンアメリカと日本との通商関係におけるRCEPの締結の重要性について（桑山幹夫）」を英語抄訳したものである。「地域的な包括的経済連携：RCEP」および「環太平洋パートナーシップに関する包括的及び先進的な協定（CPTPP）」と米バイデン新大統領の対アジア外交との関連性、日本の役割、ラテンアメリカから観たRCEPの意義（太平洋同盟およびメルコスールとの通商関係に及ぼす影響など）について論考する。より詳細な分析については日本語全文を参照していただきたい。

This brief report discusses the RCEP’s relevance to President Biden’s diplomacy toward the Asia-Pacific region and the economic significance of RCEP from a Latin American perspective (its impact on trade relations with the Pacific Alliance and Mercosur). The report concludes with a note on how Japan can enhance trade ties between Latin America and Asia-Pacific, with CPTPP and RCEP as a possible policy anchor.
